December Packing List for Seoul — What to Wear & Bring
Seoul in December is full winter — highs of 38°F and lows of 24°F with Siberian wind chill near the Han River and Gyeongbokgung Palace make this the year's most demanding packing month alongside January. Only 5 precipitation days keep conditions mostly dry, but the sustained cold requires a complete winter kit: heavyweight down coat, thermal layers, insulated waterproof boots, and full wind protection. Christmas light installations along Cheonggyecheon Stream reward visitors who come properly dressed.
Averages 2438°F, ~5 days of rain

Local tips for Seoul in December
Seoul's Cheonggyecheon Stream holiday light installation runs through December — the illuminated 11km waterway between central Seoul and Dongdaemun is best walked in the early evening (5–7 PM) when the displays are brightest and before the late-night cold peaks.
December is one of the best months to experience Gyeongbokgung Palace's changing-of-the-guard ceremony — fewer tourists brave the cold, and the ceremony continues regardless of temperature (though it may be cancelled in heavy snow).
Seoul's Namdaemun and Dongdaemun markets operate extended December hours for holiday shopping — both are partially covered and heated, making them excellent destinations for warming up between outdoor sightseeing in the December cold.
